全球AI標準制定計劃——NIST的新倡議

2024年4月29日，美國國家標準技術研究所（NIST）發布全球AI標準制定計劃（A Plan for Global Engagement on AI Standards）草案《NIST AI 100-5》，呼籲與國際盟友、合作夥伴及標準制定組織協調合作，共同制定和實施AI相關的共識標準。該計劃指出，標準對於新興技術的發展和採用至關重要，尤其在AI領域，國際社會正依賴標準生態系統提供指導。NIST認為，其角色是在正式標準創建前後的各個階段進行指導。由於AI標準和相關技術仍處於發展初期，報告強調標準必須建立在嚴謹的技術基礎上。如果標準超前於基礎科學，可能會適得其反。因此，NIST建議只有在“有科學支撐的基礎工作”存在的情況下才應制定AI標準。

該計劃的目標包括：

• 標準應易於獲取並適合採用（Scientifically sound AI standards that are accessible and amenable to adoption）
• 反映全球多元利益相關者的需求和意見（AI standards that reflect the needs and inputs of diverse global stakeholders）
• 在開放、透明和共識驅動的過程中制定（AI standards that are developed in a process that is open, transparent, and driven by consensus）
• 加強國際關係（International relationships that are strengthened by engagement on AI standards）
